- The applicant should be a permanent resident of Bihar and must be physically handicapped.
- The applicant’s age should be more than 18 years
- Graduates, pursuing further studies or employing persons with disabilities will be eligible for this scheme
- over 60% mobility disability Divyang having a certificate will get the benefit of this scheme.
- Only handicapped applicants whose residence is away from 3 km from the college or place of employment will get the benefit of this scheme.

- The maximum income should be 2 lakh per annum to take benefit under this scheme.
